Renowned Lugar Center Ranks Senator Reverend Warnock as 14th Most Bipartisan Senator

The Lugar Center and Georgetown University’s McCourt School released its annual Index Rankings for Congress in 2023 which ranked Senator Reverend Warnock as the 14th most bipartisan senator

Senator Reverend Warnock earned the 6th highest Bipartisan Index score among Senate Democrats

The Senator improved his score from 2021, when he was ranked the 18th most bipartisan senator

According to the Lugar Center, the Bipartisan Index measures how often a member of Congress introduces bills that attract co-sponsors from the other party, and how often they in turn co-sponsor a bill introduced from across the aisle

Washington, D.C. – Today, U.S. Senator Reverend Raphael Warnock (D-GA) announced he was ranked #14 on the Lugar Center and Georgetown University’s McCourt School Bipartisan Index Rankings for Congress in 2023. The Senator has been laser-focused on delivering for Georgia families and creating opportunities to work across the aisle to get things done. The Senator is currently working in a bipartisan fashion to cap the cost of insulin at $35 a month, bring relief to Georgia’s parents through legislation to expand the child care workforce, support farmers through improved crop safety net programs, and restore funding to cover the rising cost of housing for our servicemembers.

Below is a selection of just a few of the Senator’s efforts to deliver for Georgia through bipartisan collaboration, including working to:

  • Cap the cost of insulin for everyone at $35 a month with Senator John Kennedy (R-LA)
  • Address staffing shortages in the child care workforce by allowing Early Head Start classroom teachers to teach and earn their Child Development Associate (CDA) credential simultaneously with Senator Mike Braun (R-IA)
  • Support Servicemembers across Georgia to obtain sufficient and affordable housing by ensuring their full Basic Allowance for Housing (BAH) covers the full cost of housing  with Senator Lisa Murkowski (R-AK)
  • Strengthen the crop safety net for Georgia farmers with Senator Thom Tillis (R-NC)
  • Provide new financial protections for brave Georgians in uniform from debt collector harassment with Senators John Cornyn (R-TX), Ted Budd (R-NC), and Thom Tillis (R-NC)
  • Improve maternal health throughout pregnancy, childbirth, and postpartum and address disparities in maternal health outcomes through data collection, analysis, and strategies for prevention with Senator Shelley Moore Capito (R-WV)
  • Help Georgia farmers more easily access precision agriculture technology with Senator John Thune (R-SD)
  • Highlight the importance of lowering the cost of insulin for uninsured people with diabetes by releasing a research paper on insulin deserts with Senator John Kennedy (R-LA)
  • Identify how HBCUs can achieve R1 status by instructing the Department of Commerce and Comptroller General to conduct relevant studies with Senator Roger Wicker (R-MS)
  • Demand accountability for potential fraud and inefficiencies at Georgia USPS facilities with GOP members of the Georgia delegation in the U.S. House of Representatives  
  • Commission and place a statue of the late Congresswoman Shirley Chisholm in a permanent public location in the United States Capitol with Susan Collins (R-ME)
  • Urging a federal study of both widening and deepening the harbor at the Port of Savannah with every GOP member of the Georgia delegation in the U.S. House of Representatives  
  • Protect Georgia crops against pests and diseases by establishing the Department of Agriculture’s National Detector Dog Training Center in Newnan, Georgia with Senator Joni Ernst (R-IA)
