Washington, D.C. – Today, U.S. Senator Reverend Raphael Warnock (D-GA) urged Senate Appropriations Committee leadership to continue its robust support for the nation’s Historically Black Colleges and Universities (HBCUs) ahead of the annual government funding process. In two letters to the committee, the Senator specifically called for robust federal funding for Science, Technology, Engineering, and Mathematics (STEM) programs at HBCUs across the country.

“HBCUs have long punched well above their weight in educating and producing the next generation of leaders in our nation. I wouldn’t be where I am today without my HBCU, Morehouse College, and I want to ensure that my opportunities continue to be offered for generations to come,” said Senator Warnock.I am proud to champion the effort to secure additional funding for our HBCUs, and as one of only two HBCU graduates in the Senate, I will continue advocating to ensure our nation’s HBCUs have the funding to continue developing and cultivating the next generation of world leaders.”

The below programs have been highlighted by Senator Warnock to receive additional funding:

  • Centers of Research Excellence in Science and Technology (CREST) Program: this program enhances the research capabilities of MSIs through the establishment of centers that effectively integrate education and research.
  • Historically Black Colleges and Universities Excellence in Research (HBCU-EiR) Program: this program supports projects that enable STEM faculty to further develop research capacity at HBCUs.
  • Growing Research Access for Nationally Transformative Equity and Diversity (GRANTED) Program: this program addresses systemic barriers within the nation’s research enterprise by improving research support and service capacity at emerging research institutions.

Since arriving in the Senate, Senator Warnock has been a strong advocate for HBCUs and has been the voice of successfully helping deliver hundreds of millions of dollars for Georgia HBCUs and over $7 billion in total to our nation’s HBCUs. Senator Warnock has also led the effort to bolster Georgia State support for the 1890’s land-grant colleges and universities through the Land-Grant Research Equity and Accountability Act. Additionally, Senator Warnock authored a provision in the CHIPS and Science Act that authorized additional funding to build research capacity at HBCUs. In 2023, Senator Warnock also introduced the bipartisan Increase America’s Research Capacity Act of 2023, which instructs the Department of Commerce and Comptroller General of the United States to conduct studies to identify how HBCUs can achieve R1 status.
